The Latest Update about new independent living appartments at Burnham Road

Update for Burnham House Working Group  -   April 2013

The development of the Burnham House site in Malmesbury has been tendered through the Council’s preferred developer framework contract for the provision of an extra care scheme on the site.  The Council invited compliant and innovative submissions and received one tender response.  This provided for a 40 unit scheme as the compliant option and within the innovative or variant submission a 52 unit scheme was proposed.  Both submissions were evaluated by Council officers and members of the Working Group, and although there were financial challenges associated with both submissions, it was hopeful that a workable solution could be identified through discussion / clarification with the tenderers’.

However, during the tender evaluation period, the tenderer’s registered housing provider and care and support provider, Midland Heart, took the decision to withdraw from the tendering process.  The Council sought procurement and legal advice to ascertain whether the process could be salvaged and what options were available to do this.  As a result, the lead construction provider was able to approach alternative registered housing providers to identify a new partner, provided that the eventual scheme was not substantially different from the tendered submission.

At present, discussions are ongoing between the lead construction provider and an alternative registered housing provider to formulate a viable proposition for the delivery of extra care housing on the Burnham House site.  These discussions include engaging with Development Control (the Council’s planning department) to ensure that the plans are deliverable.

Following a recent meeting relating to Abbeyfield’s future provision within the town, there is the potential for the two organisations to work together and a separate meeting will be arranged to discuss this in detail.

Furthermore, to assist with the potential financial challenges associated with the delivery of extra care housing, Wiltshire Council has submitted a bid to the Department of Health for capital funding to assist with the delivery of up to 7 schemes across Wiltshire.  It is anticipated that the Council will learn whether it has been successful in May 2013.

The Council remains committed to the delivery of extra care housing on the Burnham House site and hopes to be able to update the Working Group further at the proposed meeting in May.

I am delighted to tell you that Cllr John Thomson and I attended a Burnham House re-development group meeting  on the 10th of February 2011.  John confirmed that Wiltshire Council will go ahead with the conversion of the old Burnham House care home site into up to 50 “Extra Care” apartments.
We have a working party made up of local residents. Anyone is welcome to join in!!
Residents will be fully consulted at each stage of the planning and construction process.
I will make sure to listen carefully to their concerns about parking, housing density, and issues for residents living near the site, quality and affordability of each apartment. We are determined that this fantastic opportunity will enhance and prolong the independence of local elderly residents.  I will post minutes of the meeting as soon as they are written up.

This decision was made by the Malmesbury Area Board.  The community was fully consulted and gave overwhelming support to the idea of re-developing the site into an Extra Care facility.
